The Covid 19 circuit breaker measures have made a lot of businesses rethink their work processes and arrangements. Previously frowned upon work from home arrangements may now have to become a norm.

Work-Life Grant will further incentivise businesses to implement flexible work arrangement after the circuit breaker.

The Work-Life Grant (WLF) comprises of 2 components:

  • FWA Incentive
    • Incentivise companies to sustain implementation of FWAs for their local employees.
  • Job Sharing Incentive
    • Incentivise employers to implement job sharing for employees at PMET-level with gross monthly salary of at least $3,600, before job sharing arrangement.

 

Flexible Work Arrangement (FWA) Incentive

This incentive is to support businesses who adopt flexible work arrangements. Each local employee will be eligible for S$2,000 per year, each business’s grant will be capped at S$70,000 in total over 2 years.

On 7th April 2020, the WLG is further enhanced to make it faster and easier for businesses to receive support.

Under the new enhanced WLG, these are the following things to take note:

  • Duration of FWA Adopted
    • Daily adoption for 1 month (excluding mandatory circuit breaker period)
  • Type of FWAs Supported
    • Work from home and/or staggered hours
  • Disbursement and Period Allowed To Make Claims
    • 1 tranche, up to 4 months from letter of offer

To be eligible, your business need to fulfil the following criteria:

  • Employee must be a Singapore citizen or Permanent Resident.
  • Employee must be on a permanent contract or a minimum employment contract term of 12 months.
  • Company cannot claim for casual or temporary employees.
  • Company must adopt the Tripartite Standard on FWAs at point of claim.
  • Company must commit to employees that they will agree to their requests for FWAs when it is reasonably practicable to do so.

Application does not guarantee approval and should your business wish to apply for the enhanced WLG, the time period to do so will be from 20 April to 1 June 2020.

 

Job Sharing Incentive

This is a flexible work arrangement where 2 or more persons share responsibility for one full time job. This is targetted at PMET level employees. This will benefit businesses by improving succession management, improve staff morale and reduce absentees, improve employee productivity as well as to reduce hiring cost.

Each business will be eligible to claim up to S$35,000 over 2 years at S$3,500 per local employee yearly who is involved in job sharing.

To be eligible, your business need to fulfil the following criteria:

  • Companies are required to adopt the Tripartite Standard on FWAs at point of claim, as part of the Work-Life Grant to better attract and retain talent and improve the productivity of their workforce.
  • Companies are eligible to receive the Job Sharing Incentive of $3,500 per local PMET employee (Singapore citizen or PR) who is a regular user, per year for two consecutive years, capped at $35,000 per company.
  • Companies can only claim for full-time PMET employees on permanent or a minimum employment contract term of 12 months, in a job paying a gross monthly salary of at least $3,600, before the job sharing arrangement.
  • Companies must have put in place a formal arrangement to redistribute workload amongst the employees and remunerate accordingly. The employees taking on the redistributed work can be existing employees or new hires with a minimum employment contract term of 12 months.
